Our October newsletter includes reports on an important resolution passed recently by the EU condemning the organ harvesting of Falun Gong practitioners, and the Belgian Senate passed a resolution about the arrest of the Chinese human rights activist, Gao Zhisheng.
We also include a fact sheet produced by Amnesty International, listing all the atrocities carried out by the Chinese government and CCP against Falun Gong practitioners, which it has used to appeal to the Chinese authorities to end the persecution.
There are also reports on the significance of the 15 million Chinese people who have now quit the CCP over the last two years.
Finally we report on Falun Gong practitioners clarifying the persecution to members of the Scottish National Party at their annual conference.

EU Resolution Condemning China's Organ Harvesting
On Thursday, 7th September 2006, European Parliament has passed a resolution on EU-China relations. It condemned organ harvesting and torture of Falun Gong practitioners in prison in China. It says:
"Strongly supports the demand made by Professor Liu Renwen, jurist and member of the Chinese Academy of Social Sciences, for the illegal trade in the organs of executed people to be brought to an end, by imposing strict provisions and controls;
Strongly condemns the detention and torture of Falun Gong practitioners in prisons, "Re-education through Labour" camps, psychiatric hospitals and "legal education schools"; is concerned about reports that organs of detained Falun Gong practitioners have been removed and sold to hospitals; urges the Chinese Government to end the detention and torture of Falun Gong practitioners and to release them immediately;"
It concludes that a credible and responsible human rights policy can be restored in China only by respecting the basic rights of its citizens, as enshrined in the Constitution of the People's Republic.

On 26 October 2006, the Belgian Senate passed a resolution about the arrest of human right activist Gao Zhisheng in China.
The Senate,
- Considering that the Chinese human rights activist Gao Zhisheng has been arrested since August 2006;
- Considering that only beginning of October 2006 his lawyer was informed about the official complaint, being ‘inciting subversion of state power';
- Considering that Gao Zhisheng has acted as a human rights activist for many years for people who's rights have been violated, especially for Falun Gong practitioners and other Chinese citizens who became victim of unlawful land seizures;
- Considering that Gao Zhisheng strongly condemned every form of police violence against human rights activists;
- Considering that his family and sympathizers have been intimidated daily by the authorities since his arrest;
- Referring to the resolution of the European Parliament on EU - China relations adopted on 7 September 2006;
- Referring to the press release of European Parliament member McMillan-Scott, Vice-President of the European Parliament, of 13 October 2006, in which he links this arrest to the campaign of the Chinese authorities against human rights activists in the run up to the Olympic games of 2008 in Beijing;
- Considering that China in March 2004 added a clause to its constitution according to which the state should respect and guarantee human rights;
- Considering that China has signed the International Treaty on Civil and Political rights but not yet ratified;
- Referring to Amnesty International, Human Rights Watch and other NGO's which agree that the human rights violations in China are getting worse; which is in sharp contrast to the promise that the Chinese government made at the time of application as host country for the Olympic Games to improve the human rights situation:
- Referring to several parliamentary initiatives of members of the Senate the last few months relating to human rights in China and the persecution of Falun Gong practitioners in particular;
Requests the federal government
1. to express its concern about the fate of Gao Zhisheng who is renowned as a prominent defender of human rights in China;
2. to request the Chinese authorities to organize a fair and transparent trial with respect for the procedures and the rights of defence as soon as possible;
3. to also transfer this request to the European council in order to take a common standpoint;
4. to keep the Senate informed about any steps taken considering this issue;
5. to hand over this resolution to the Chinese authorities as well as to the Human Rights Council of the United Nations, the High Commissariat for Human Rights and the European Parliament.
FALUN GONG PERSECUTION
FACTSHEET
AMNESTY INTERNATIONAL HAS APPEALED TO THE CHINESE AUTHORITIES TO STOP THE CAMPAIGN OF PERSECUTION OF FALUN GONG, INCLUDING BY RELEASING ALL THOSE DETAINED SOLELY ON ACCOUNT OF THEIR PEACEFUL RELIGIOUS OR SPIRITUAL BELIEFS AND PRACTICES.
Repression of Spiritual and Religious Groups in China
- Religious observance outside official channels in China remains tightly circumscribed. In March 2005, the Chinese authorities promulgated a new 'Regulation on Religious Affairs' aimed at strengthening official controls on religious activities.
- Unregistered Catholics and Protestants associated with unofficial house churches were also harassed, arbitrarily detained and imprisoned.
Persecution of Falun Gong
- The Falun Gong spiritual movement is banned. When the movement was first banned in July 1999, police rounded up thousands of practitioners in a Beijing stadium.
- The crackdown on the Falun Gong spiritual movement was renewed in April 2005. A Beijing official clarified that since the group had been banned as a "heretical organization", any activities linked to Falun Gong were illegal.
- Amnesty International has raised concerns that the official campaign of public vilification of Falun Gong in the official Chinese press has created a climate of hatred against Falun Gong practitioners in China which may be encouraging acts of violence against them.
- A large but unknown number of Falun Gong practitioners remain in detention where they are at high risk of torture.
- More than 250,000 people in China are being detained in camps known as 'Reeducation through Labour', on vaguely defined charges having never seen a lawyer, never been to a court, and with no form of judicial supervision. It is unknown how many Falun Gong members are detained in these camps.
- Torture and ill-treatment is endemic and widespread in a wide variety of state institutions. It is frequently used as a punishment against those deemed to be "subversive" or "resisting reform".
- Common methods of torture include kicking, beating, electric shocks, suspension by the arms, shackling in painful positions, and sleep and food deprivation. Gender-specific forms of torture, including rape and sexual abuse, have also been reported.
Trade in Organs of Executed Prisoners
- Chinese authorities conceal national statistics on the death penalty as a "state secret". Based on public reports available, AI has estimated that at least 1,770 people were executed and 3,900 people were sentenced to death during 2005, although the true figures are believed to be much higher. In March 2004, a senior member of the National People's Congress announced that China executes around 10,000 people per year.
- There is a widely documented practice of the buying and selling of organs of death penalty prisoners in China. The lack of transparency surrounding such practices makes it impossible to determine whether written consent was obtained. Amnesty International also remains deeply concerned that those faced with imminent execution are not in a position to provide 'free and informed consent' to having their organs extracted.
- Amnesty International notes the introduction, in China, of new regulations on organ transplants on 1 July 2006 banning the buying and selling of organs. However, questions remain about how well the regulations will be enforced, particularly in view of the high commercial value of organ sales in China. Amnesty International also notes that the regulations fail to address the basic issue of the source of organs for transplantation.
Report on alleged live organ harvesting of Falun Gong practitioners
- A report published by independent researchers David Matas and David Kilgour on 6th July 2006, concludes that large numbers of Falun Gong practitioners are victims of 'systematic' organ harvesting, whilst still alive, throughout China.
- Amnesty International is continuing to analyse sources of information about the Falun Gong organ harvesting allegations, including the report published by Canadians David Matas and David Kilgour.
- Amnesty International is carrying out its own investigation on this issue. These investigations are being hampered by the particular difficulty of collecting reliable evidence in China, including official restrictions on access for international human rights organizations.
- Amnesty International has noted the response of the Chinese authorities to the Canadian report, which states among other things that China has 'consistently abided by the relevant guiding principles of the World Health Organization endorsed in 1991, prohibiting the sale of human organs and stipulating that donors' written consent must be obtained beforehand'. Amnesty International considers this statement to be at odds with the facts in view of the widely documented practice of the buying and selling of organs of death penalty prisoners in China.
Coalition to Investigate the Persecution of Falun Gong in China (CIPFG) Plans to Investigate in China
On October 20, 2006, the CIPFG issued a notice that announced the organization of a team in preparation to conduct an unrestrained open investigation in Mainland China on the persecution of Falun Gong, especially on the harvesting of living Falun Gong practitioners' organs and to visit investigation team members Gao Zhisheng and Li Hong and urge the CCP authorities to release them unconditionally. Following is the entire notice:

Whereas, former Canadian Member of Parliament and the Secretary of State for Asia-Pacific David Kilgour and International human rights lawyer David Matas' independent investigation report has established that the Chinese communist party (CCP) is murdering a large but unknown number of Falun Gong practitioners by removing their organs and selling their organs for profit. (Please read at http://investigation.go.saveinter.net/ )
Whereas, various Chinese organizations including the CCP military and judicial/hospital systems have participated in taking by force organs from living Falun Gong practitioners' since the year 2000, and are still continuing unabated today. A large number of Falun Gong practitioners are being covertly detained at many secret concentration camps with their lives in imminent danger;
Whereas, the CCP's persecution of Falun Gong has lasted over seven years, and 2,973 Falun Gong practitioners have been confirmed to have been persecuted to death. The Falun Gong practitioners, who are being illegally detained in various labour camps, prisons, hospitals, and associated facilities across China, are being brainwashed, enslaved, tortured, sexually abused, and murdered ;
Whereas, people in Mainland China, who have joined CIPFG, including human rights lawyer Gao Zhisheng, Yang Zaixin, Zhang Jiankang, and Internet writer Li Hong, have been harassed, beaten, and arrested by the CCP. Among them, Gao Zhisheng and Li Hong have been detained for over 60 and 30 days respectively. Both of them have been formally arrested for the so-called "crime of inciting subversion of state power" and are facing unfair punishment and heavy sentence;
Whereas, the CCP authority has denied the allegations of harvesting organs from living Falun Gong practitioners and have welcomed the international community to investigate in China;
Whereas, the act of taking innocent people's organs alive and in the process killing them is a crime against humanity, the international society has a justified responsibility to immediately investigate and stop it;
Therefore, the CIPFG has organized a team to conduct an unrestrained, open investigation in Mainland China on the persecution of Falun Gong, especially on the harvesting Falun Gong practitioners' organs, and to visit investigation team members Gao Zhisheng and Li Hong and urge the CCP authorities to release them unconditionally.
Since the formation of the CIPFG, many hundreds of humanitarians from all walks of life have joined the CIPFG. They are willing to go to China to do a thorough independent investigation. Because there are so many people, we are planning to organize sub-teams from different continents to investigate in China, i.e., an investigation team from Australia, an investigation team from Asia, an investigation team from Europe, and an investigation team from North America.
Each investigation sub-team has about 30 members, and is made up of (current and former) members of parliament and senators, attorneys, reporters, VIP's and doctors. Like Hon. David Kilgour and Mr. David Matas, all members are volunteers, and they will conduct the independent investigation voluntarily without payment.
Each sub-team will decide the length of its on site investigation in China. Generally, it will be from one week to one month. The investigation priority includes forced labor camps, prisons, hospitals, and all relevant detention facilities in Mainland China.
We sincerely hope that the Chinese government will fulfil its promise to the international community and assist us with an unfettered and open investigation.
We will update the media and our Governments with the progress of our visa applications and our on site investigation reports from for the sub-teams. We sincerely hope that the international community will pay attention to and support the investigation.
CIPFG
15 MILLION CHINESE PEOPLE WITHDRAW FROM THE CCP
15,124,437 people have submitted statements withdrawing from the Chinese Communist Party or its affiliated organizations (for the text in Chinese of all of the statements, please visit the Tuidang website). Those who are current members of the CCP or its affiliated organizations are with these statements resigning their membership; former members use these statements to sever all association with these organizations. All are renouncing the CCP totally.
Chinese Official Seeks Asylum
Chinese defector, Mr. Jia Jia, former General Secretary of the Shanxi Provincial Association of Scientists and Technology Experts, is calling for the disintegration of the Chinese Communist Party (CCP) and is seeking international support as he awaits his future in Hong Kong. He arrived in Thailand on November 3, 2006. Over the past ten days after Jia left his tourist group in Taiwan and publicly denounced his separation from Chinese authorities, his courageous decision has won wide support from Chinese people, and has encouraged many other Chinese to quit the Chinese Communist Party (CCP).

At a press conference held in Hong Kong last Friday, Jia stated he is willing to move to any country willing to protect him, and that he wishes to continue his work to help China move toward democracy. Jia said he wishes to dedicate his life to dissolving the CCP. He said his reason for leaving China was his wish to publicly urge all Communist Party members to abandon and withdraw from the Party.
Jia also said "The fact that 14 million people have renounced the CCP makes me feel compelled to step out," Jia said.
"Many countries and many governments have refused to believe the reality behind the number and refuse to believe that such a campaign is indeed going on," he continued. "That's why I felt compelled to come out of China to let the public know the truth."
The "Quit the CCP" movement was sparked when The Epoch Times published its Nine Commentaries on the Communist Party, an expose of the Communist Party's history and culture that has gained popularity throughout mainland China and the Chinese diaspora. In early 2005, readers of the Nine Commentaries began posting online statements renouncing the Party on the Epoch Times Website.
Jia, who is staying in Hong Kong as a tourist, is not allowed to remain there past Friday. He hopes to be granted asylum so as not to face deportation back to China, where he believes he faces the prospect of being jailed and tortured. As of Wednesday, no government has offered him asylum.
Many Chinese 'Detest it to the Bone'
According to Jia, many Chinese people are moving against the CCP.
"I believe the number provided by the Quitting the CCP Service Center-14 million people-is real and reliable. In reality, [I believe] it is far less than the real number," Jia said.
"I think 95 percent of the CCP members wish to withdraw from the Party."
Jia said that the CCP Central Committee is afraid to either publicize or deny the withdrawal phenomenon.
"Let's assume Hu Jintao or He Guoqiang, the head of the Department of Organization of the CCP Central Committee, disagrees with me," Jia stated. "They hold a press conference to deny what I just said. Then we will have the opportunity to speak to people all over the world; to suggest that we set up our 'Quitting the CCP Service Center' right on Tiananmen Square and ask the 78 million CCP members in China to make a free choice with regards to whether they want to quit the CCP or not."
"We'll ask the United Nations to supervise the event to make sure there would be no persecution and everyone makes the choice based on his free will. Then we'll be able to count how few of them will remain in the Party."
Jia also pointed out that many CCP members are talking about the "Quit the CCP" movement, reading and passing around the Nine Commentaries in private.
"The Chinese people in the mainland detest the CCP, detest it to the bone," said Jia. "For us, there really isn't anything that can be more disgusting than the CCP."
"Think about this-if Hong Kong people were to watch only one drama, the theme of the drama being Karl Marx alone, for 57 years in a row, just like having one kind of dish for 57 years in a row, wouldn't that be enough to make you feel sick?"
Federal Government
Jia proposed that a federal government be established in China, urging present CCP officials to withdraw from the Party and reorganize themselves as federal officials. Jia also addressed concerns by many that such a change would be violent and cause upheaval.
"Without the CCP, China is bound to be stable, because all social unrest is caused by the CCP," he said. "The CCP is the root cause of all riots and social unrest."
Jia said he is not afraid that China would encounter riots if there is no CCP, because many people with great aspirations, just like him, will establish a new government.
Jia said he drew courage from the Chinese-language Epoch Times Website, which not only published the Nine Commentaries but has also extensively reported on the persecution of Falun Gong (Falun Dafa) practitioners in China.
"Those who have committed crimes are afraid of Falun Dafa. Those who are innocent all respect and love Falun Dafa. We all admire Falun Dafa," Jia said.
"We all know that the CCP is running amuck without any restraint and no one knows exactly how many people it has killed. The CCP has been persecuting Falun Gong for over seven years, but Falun Gong is still resisting and has not been defeated."
Germany: People Condemn the Persecution against Falun Gong
"You're here, too, Christine. That's wonderful!" Turning her head when she saw me, she held my hand, her eyes smiling. Christine is a practitioner from Hanover. She has often come to Hamburg and participated in activities recently. On September 30, 2006, she came with practitioners from Goettingen to take part in an Information Day event held by local practitioners. She said: "I want to support the local practitioners because they have many things to do. I also want to tell the local people that the illegal sale of organs is going on right now in China."
On the pedestrian street Spitaler Strasse, practitioners laid out a table with truth clarification materials and hang banners calling on passers-by to condemn the Chinese Communist Party's crime of removing organs from living Falun Gong practitioners and to pay attention to human rights lawyer Gao Zhicheng, who has been illegally detained by the CCP.

After reading the exhibition boards for a long time, a pleasant middle-aged woman, without saying anything, signed the petition protesting the CCP's atrocity of removing organs from living people and then left. In a short time, speaking to him carefully, she was returned with a man. When the two came to the front of the table, the man immediately signed the petition. The woman told a practitioner: "It's too terrible. Such a thing mustn't be allowed to happen. How could anyone do such a thing?!"
Christine talked with several young people for a long time. She told me: "Today, a few people mentioned that they saw Falun Gong in a parade during the Festival of Cultures and visited the exhibition booth. They were deeply moved by what they saw. I think that most people here have already understood the truth about Falun Gong. I came across a former student of mine. She graduated in 1999. On seeing me just now, she was excited and asked: "Why are you in Hamburg?" She was surprised that I was here. Then I told her about truth clarification. She listened to me intently and accepted the leaflet with interest."
It was windy, and I had to hold down the newspapers and leaflets on the table. A middle-aged man with glasses picked up a few bookmarks that had blown one the ground and put them on the table. Turning over and reading all materials on the table, his eyes fell on our "Comments" book. He turned over several pages and then wrote something down. He said: "I wrote: 'The act of stealing and removing organs must be stopped. Germany has a responsibility to stop such a thing. Germany should do something good for this world. And we should do something about it.'"
After signing the petition, a young man told a practitioner: "I just went to Beijing two weeks ago. I like China, where people also should lead a happy life, so I have signed (protesting against the persecution)."
When it was dusk, Christine came to say good bye to me, sighing with emotion: "The situation now can't be compared with what it was three years ago. People come on their own initiative wanting to know the truth. We have already done much, but we still have much more to do." In the setting sun, she waved goodbye, her slim figure quickly vanishing in the stream of people.

Member of Parliament: Withdrawals from CCP is solution for China
Regarding over 15 million Chinese people renouncing the CCP by making statements on the website of the Epoch Times, MP Mr. Anders said, "The more people in China that give up their membership in the Communist Party, the better. I think this regime has long outlived its life and that it needs to come to an end. And really the solution is inside China, with those people who no longer want to support a barbaric regime."
Mr. Jaffer said, "One thing I admire about people in China, is that despite some of the challenges they face in dealing with the government they do try to highlight and protest and try to make changes from within. We need to respect that and we need to encourage that and work with those Chinese who have been taking the leadership."
"I think that's excellent. I encourage that sort of activity. Because it's the only way. Even here in this country when people want to change the government they can protest and they can obviously have a demonstration and do it peacefully."
Attention on the CCP's live organ harvesting; Canada plans to work with other countries to put pressure on the CCP
Mr. Jaffer said that the Canadian government is paying attention to the investigation report by Mr. Matas and Mr. Kilgour. He said that according to the theme the prime minister has set for Canada-- to work with those countries that are promoting human rights, democracy, and freedom-- in light of this , something needs to be done.
He expects that there will be some sort of announcement or action soon as to how the government is going deal with what was discovered in the report. The Foreign Minister has not given any details yet, but Mr. Jaffer was encouraged that something would be done soon. He said that hopefully within the next few weeks or less we will hear some announcement from Mr. MacKay. But he is aware of it, he's taken a keen interest, and Mr. Jaffer thinks he wants Canada to take an active role.
MP Anders said that it is his sense that if China is the world's largest abuser of human rights, and they're more than willing to kill students en masse and Falun Gong practitioners, he thinks it makes absolutely perfect sense that they are harvesting organs. They've had some of their own former officials testify to that. It's sad, and he thinks that Western countries should do more to hold China to account for those things.

On October 13, several practitioners went to Purse, hung up a banner reading "Stop Live Organ Harvesting in Chinese Concentration Camps", and distributed leaflets beside the main entrance to the conference hall. Many participants said they had learned about this issue from BBC News a few weeks ago. However, when they got to know those organs were not only from executed prisoners, but also from Falun Gong practitioners and other prisoners of conscience, they were still shocked.
A Scottish MP suggested practitioners contact her office after she signed the petition. If possible, she would like to arrange a seminar about the CCP's human rights abuses. Practitioners could tell their stories to Scottish politicians. Also, some people blessed practitioners, " I hope you can have more supportive signatures." And two people said, "Well Done!" When practitioners told them the truth about the CCP's evil history and they also got DVD version of the Nine Commentaries on the Communist Party, exposing the wicked nature of the CCP. They asked for a copy of the petition to hang up in their church.
French Human Rights Group Urges President Chirac to Pressure the CCP to End the Persecution
Ms. Marie-Francoise Lamperti, president of the French human rights organization Agir pour les Droits de l'Homme, recently met with Laurent Billi, the Foreign Affairs Advisor for President Chirac. During the meeting, Ms. Lamperti emphasized the severe persecution of Falun Gong and asked the council to pass a letter from the French Falun Dafa Association to the President. In the letter, the association urged Chirac to have an open dialogue with the Chinese Communist government on human rights and urge it to end the persecution of Falun Gong.

Ms. Lamperti also asked Mr. Billi to pass on a letter from David Kilgour and David Matas along with their investigation report on organ harvesting atrocities. In the letter, the two investigators urged President Chirac to pressure the Chinese regime to open all prisons and labour camps to international investigation. Ms. Lamperti also signed this letter.
Ms. Lamperti said: "During our meeting, we talked about the fact that members of the Falun Gong spiritual movement are being detained, tortured, and killed for organs and the fact that there are concentration camps in China. We demand the Foreign Affairs Advisor to tell Chirac that all these allegations are real and we urge the President to pressure the Chinese government to accept international investigation. As a human rights organization, we expressed our concerns. We hope that French researchers will not become accomplices of the cruel organ trafficking."
In reply, Mr. Billi said: "Any researcher who is participating in this cruel practice will be held responsible according to French laws."
